Vultures who make money with The Deportation Machine

Before you knock down with tedious lists
vultures found in the public domain (press, NGO reports
, Journal Officiel, leaflets, report of the Court of
accounts) and compiled by subject, we decided to swallow
some historical dates on the Banality of
camps and brief legal and technical data on
current arrangements.

We did this little research now, because we
seemed particularly important to pick up the threads of past
(Bouygues campaign in 2003 or Ibis, who read for
celleux as we waste paper), while
is giving opportunities to overcome them both in space
-by-the multiplicity of targets, and time-
standing by their side.

If you want an excuse to pay close attention to the issue, simply specify
that fight against the "machine
expel" may offer a perspective shared by many of the exploited and
mad: fight against a world we do not want to integrate and
which offers an increasingly close
( through jobs for felons, housing
rotten, miserable and survival extralegal confinement)
between the stick and the anvil.

And then there is also another motivation, more immediate, for
use this list: end of January 2010 will witness the trial of 10 accused
Vincennes, accused of having burnt the detention center
in June 2008. And it's not every day that burns completely
a prison, comrades ... Let
the initiative now, and each adds its own content
actions qu'ille choose to undertake
!

 A little history

The creation of camps cons of unwanted populations
a simple administrative decision has a long history in this country
.
Without even take a turn in the horrors of colonization,
is truly under the Third Republic, after the massacre of
Paris Commune, which extends the device of
camps. A first experiment was first done on
-colonized soldiers interned in France after the First World War
. Then came the turn of the legislature after the
Popular Front, with officials Radical Socialists,
(Edouard Daladier as Chairman and Albert
Sarraut as Interior Minister) at its head. The laws of May 14, 1938
establish fines and jail time for any alien who had entered
irregularly on French soil
(ditto for those who help them). On November 12, 1938
Password Then a decree-law on the immigration police, the decree establishes
"special centers where [the category of aliens
side] will be the subject of continuous monitoring that
justify their repeated violations of rules of hospitality" .
The first "special center for gathering" opens its doors to
Rieucros (Lozère) January 21, 1939. Then came the turn of
"camp reunion" of Argeles, Saint-Cyprien,
Barcarès, Amélie-les-Bains, Arles-sur-Tech, Vernet-d'Ariège
or Prats de Mollo, whose barbed will close more
200 000 Republicans and revolutionary English
February to April 1939.
also be noted that some of these camps will be created in
French colonies in North Africa, where 30 000 Spaniards
refractory and eventually in a more infamous still
(camp near Boghari Morand, Medea, Djelfa Hadjerat
M'Guil, Ain el-Ourak in Algeria, Bizerte Tunisia or Maknassy
,...).
On 18 November 1939 a new decree-law passed
the power to detain the judicial administrative authority, and hundreds
new camps open
(tens of interned here or there until Gurs and
18,000 people in 428 booths, or "Les Milles"
near Aix-en-Provence and its 3,000 internees,
including many refugees and anti-fascist German). Finally, after the armistice of June 1940 between
the Third Republic and the Third Reich, the law of October 4, 1940
entrust the prefects the power to detain
"aliens of Jewish race."
then opened the infamous "transit camps"
from 1941 (Pithiviers, Beaune-la-Rollande, Jargeau
Drancy ... sometimes constructed before) that will be used to detain opponents
German nomadic prostitutes, refractory
STO (Compulsory Work Service), "dangerous individuals"
(whose "policies") and Jews.
is very French in these camps that many internees
be deported to the "extermination camps" of the Third Reich
.
Finally, and until 1952, nearly 20,000 Vietnamese workers and Indochinese
meanwhile remain interned in
real "work camps" guarded by the military, serving
labor requisitioned automatically
for this expensive "national reconstruction". Whether

of "internment" and "reunification" and "concentration
", "transit" and "work" or "detention" camps like the
administrative arrangements to bring to the gap
punish, control, or simply to work to subdue the
foreign (or "refugees" or "evacuees" or inhabitants of an area
nuclear accidents, environmental disasters or health
...) are a constant feature and experienced
any state policy of population management.

 The laws governing the retention current

Jail for illegal "migrant workers" located in an old hangar
Arenc in Marseille, founded in 1964, begins to
scandal from 1975. Others exist
Havre, Bordeaux and Paris. It is officially
a "shelter", a camp that the government will try to legalize
in 1978 by circulars and decrees
Retoque soon. Finally, it is the Law No. 81-82 February 2
1981 (under the last conservative government before Mitterrand)
that will formalize the "deprivation of liberty abroad
administrative decision"
, previously hidden deprivation,
"off-the-law" or pretexts convoluted (like
the concept of "disturbing public order", etc..). soon created,
special status will be endorsed by the first left-wing majority, with the law
Questiaux No. 81-973 of October 29, 1981
entrusts to the judicial authority to decide the escort to the border
(the 35a). The decision becomes administrative
1986 under the right (Pasqua Law)
finally confirmed by the left in 1989 (Law Joxe). Since the provisions of
procedures for deportation and detention were summarized
in a "Code of the Entry and Stay of Aliens and Asylum Law
(Ceseda)
, established by Ordinance No. 2004-1248 of 24 November 2004
and entered into force on 1 March 2005.

The detention centers (ARC) have been created
April 5, 1984 by the left, following a decision by Prime Minister
, and implemented through simple circular.
the list will get longer in detention camps after 12 to 26
(set by decree), while the maximum period of detention will
successively from 2 to 7 days, then 10 (
Pasqua Law of 1993) then 32 days (Sarkozy Law of 26 November 2003). In
metropolis, the average retention
effective in the ARC which was around five days until 2003 is passed
to 10.34 days in 2008 (but 18 days at Vincennes before his
fire in June). The number of detainees who was 24
501 in 2002 has increased continuously
reaching 34 592 in 2008 (and the number of "restraining orders"
pronounced à 16 406 101 539!). Today
fixing by the state quota still maintains higher pressure
up.

If the physical capacity of each CRA has been
a limitation to 140 by the decree of May 30, 2005, the new camp
Mesnil-Amelot, under construction about two miles from the center
current should have a total capacity of 240 people
(2 x 120 seats), while Vincennes
were in the same way (before the fire June 2008) a
CRA 1 and CRA 2 140 seats each. Since then,
and try to contain the collective revolts, it is envisaged
limit the ability of ARC to less than 80 seats, with
smaller units, modular and independent (eg
Coquelles, Rennes and future Vincennes) .

More recently, a "return directive" adopted by the European Parliament
June 18, 2008 lays down common
retention and deportation of illegal immigrants in the Union
: the duration of administrative detention
happening now six months Maximum ... However, with the possibility
to lengthen to 18 months (she is now 32 days
France, 60 days in Spain, 60 days in Portugal, Greece
3 months, 6 months in Italy, Germany 18 months, 20 months
Lithuania , 36 months in Cyprus, and no theoretical limit
in several states like the United Kingdom, Greece, the Netherlands and Denmark
).

 The device of ARC

"On December 31, 2008, there were 22 ARC in France, including a
(Nantes) was closed for renovation. The 21 centers open
have 1515 seats. Four centers were operational
overseas capacity of 144 seats. In
total, France has 26 centers (25 operational)
for a capacity of 1659 seats. These centers are
of great diversity. Their size varies from 24 metropolitan
seats to 140 in Bordeaux at Le Mesnil-Amelot.

The housing stock varies widely used
: old barracks (Hendaye)
old hotel (Lyon), new buildings (Palaiseau, Marseille ..)
courthouse (Paris), hotels of Police (Bobigny, Bordeaux) ,
local ad-hoc (Mesnil-Amelot, Vincennes) ... Even if all the
administrative detention centers are in principle
a national mandate (Article 3 of Decree of 2005), population
they welcome inquiries came from the original variable
some made mostly in their department
implantation (eg, Bobigny), for others in their region
(eg Lyon) and finally throughout the city (ex: Mesnil-Amelot).
"
[center management and administrative detention
(FY 2006-2008), Communication from the Court of Auditors
the Senate Finance Committee, June 2009]
The Interdepartmental Committee on Immigration Control
was adopted July 27, 2005 a three-year plan to extend the capacity
places of detention, setting a target of 2700 places
1 June 2008 (cons 943 to the time). The execution of this three-year plan
increased the accommodation capacity of 943
in metropolitan seats in June 2005 to end 1515, 2008 (1
191 managed by the national police and 324 by the national gendarmerie
), or 1 659 in the cash overseas.

Where are the missing 1000 people? In fact,
opening new centers (Lille, Marseille, Nimes,
Toulouse, Rennes, Perpignan, Metz, Hendaye)
was initially accompanied by the closure of those that no longer
"standards" (Arenc Marseille, Saint-Louis, Versailles and local
reserved for men of the courthouse in Paris) . The riots and fires
successive CRA de Vincennes have
in addition, reduces the overall capacity of holding 280 seats.
A building with 60 seats was opened there in 2008, which ends in
December 31, 2008 at a reduced capacity to 220 seats
. Finally, part of the program was delayed
(extension of Metz, new centers of Mesnil-Amelot) or
was canceled (Orly 136 seats, 30 seats Nanterre, Roissy
96 seats). Last
technicality, the Modernization Council
Public Policy 4 April 2008 decided to transfer administrative responsibility
all of the CRA only
PAF (Border Police): January 2008 to February 2009, nine ARC
managed by public safety have been transferred, then it will turn five in
ARC under management of the national gendarmerie
between 2009 to 2011. The ARC of Paris-Vincennes deposit and remaining
currently under management
police headquarters in Paris.

 The cost of fire

Bordeaux, January 19, 2009: "Fire in the CRA: Damage
are important, especially in the entrance and two bedrooms
, and ARC is unusable. Since the fire,
selected are transferred to the CRA Toulouse, resulting
escort considerable cost.
For the future, three solutions are possible: the reinstatement
identical (cost 800 000 euros, within eight months of work)
a
rehabilitation with the creation of a home more and a wide
refectory, which requires a reduction in the number of seats from 24 to 20
(cost 1.5 million euros, within one year of work), or
construction of a new CRA near Merignac airport
(cost 5 million euros within three years of work). Choosing
reconstruct identically, so solution # 1, was selected since.

Vincennes "The violence came forward in 2007 and 2008
different forms: protests, hunger strikes
collective self-inflicted injuries, fires. The beginning of the year
2007 was marked by the burning part of ARC 1,
was being renovated. The center was closed from January 24 to March 26, 2007
then reopened and then to 60 seats to 86.
the total capacity of 140 was found in late November 2007.
a month after the reopening at capacity building 1, it
it glowed again at Christmas 2007: Revolt of people
deductions, events within the CRA,
hunger strikes, self-mutilation. Following work done in 2007,
1 January to 22 June 2008, the Prefecture of Police disposed of
full capacity of the two ARC. June 22, riots followed
arson have totally destroyed the CRA 2 and
one of the buildings of a CRA. The 248 successful attendance of
be evacuated and relocated to other ARC. As of 12 December 2008
, a building was reopened with the final
capacity of 60 seats. Pending delivery of the new ARC
2, a temporary structure made of modular buildings should be secured
delivered by June 2009 and will host
capacity of 60 seats. Thus, the site of Vincennes
offer a capacity of 120 seats to be increased to 180 seats in
"cruising speed" (as against 280 before the fire).

Capital expenditures related to fire will therefore
represent a total cost of 20.35 million euros by 2010, which must be added
a near doubling of spending on maintenance
estate between 2006 and 2008. The total cost of
investments made by the State to Vincennes from 2005 to 2010
will therefore amount to 28.69 million euros, amounting to 159,400 euros per
chosen, which represents for illustration,
the highest cost among those new CRA.

the left, by Law No. 92-625 of July 6, 1992 in
ports and airports, before being extended to stations open
in international trade (law of December 27, 1994). There are a hundred
waiting areas in all (including 70 overseas),
created upon order of the prefect. 90% of investments in

are recorded only in the waiting area Airport Roissy

B) The main collaborators of the machine to expel

The French multinational construction of

asylums, prisons, towns or countryside.
These companies have many subsidiaries, and may be useful for the curious

Another approach is to look for signs that they have

Another example Gepsa, well known as a supplier of meals

A bank now famous for swinging undocumented
the cops is the BNP. It is also that it is a very big
sector in the world ... and therefore that its agencies
are everywhere.
Otherwise, the names of the Societe Generale (Boulogne and Chatenay-Malabry
Hauts-de-Seine), Credit Lyonnais (to Aulnaysous
-Wood) and ICC (to Monrouge) came out in early October 2009
in the press for stories identical. The Post has distinguished
well for cases in Chatellerault and
Wall in November 2007, and Paris long ago.

 The slave

Many temp agencies exploit undocumented
closing more or less Eye on the copies that are
Office document. That's all their interest as the money they make
, and blackmail it allows them to compel sanspapiers
to accept "missions" with a crappy flexilibité
maximum (few hours in the day at several locations
distant temporal conditions or safety
shit to post under-skilled ,...).
Since 1 July 2007, they were required to fax to the Prefectures
identity documents of foreign employees, following
a decree of May 11, 2007. But one thing is to fax
more or less rigorously, another is to check yourself
identity by the cops. The temp agency best known
Adecco is for these practices (such as the one in Laval, Mayenne
, December 21, 2007).

 The charitable
At the opening of the first centers in 1984, the State sought
partner associations to implement a mission
social support. According to officials of the same
Cimade internal debates of the time were alive among those who denounced
collaboration with political exclusion and
those who advocated a more pragmatic attitude. The
Cimade finally accepted this mission. Since 2003, his
collaboration has been the subject of two successive contracts with
tender, renewable twice. Contrary to legend
volunteers, she Salaria 68 people for this purpose in 2008 and
touched 3.99 million euros for its dirty work.
The last contract expired at the end of 2008,
has already been extended twice by rider (6 months and 3 months). Since
, after complicated proceedings, the market for "legal assistance
'detention was open to competition and is
valid for 36 months. On 16 November 2009, the State Council has approved
this tender, retaining five of the six associations
having acceded.

CAMPAIGN CLOSURE OF CENTRES OF UNCONDITIONAL RETENTION

It will begin with a
EVENT NIGHT

7:30 p.m. Friday, December 11 Place Stalingrad

(tram A - Floirac direction - right bank)
Bring something to be visible and noisemakers

January 19, 2009 detention center (ARC), located in basements of Commissioner Mériadeck has burned . Several people are accused of having caused the fire, and kept in custody for nearly a year to house arrest Gradignan. Following the fire, the ARC has been closed. A project to build a new CRA is underway for 2010.

Symbolically, the campaign for the closure of the ARC, will end January 19, 2010 by a second event.

Why closing unconditional CRA?

Because we believe that detention centers are the result of a policy of holding:

  • plundering the resources of countries of origin and maintenance their statements in the dictatorship and corruption, pushing into exile;

  • Closure of borders, increased regulation of entry and residence in France and Europe migrant.es placing underground;

  • Strengthening of nationalism ("Integration and National Identity"), immigration policy and political choice quotas removal, contributing to the stigmatization of étranger.es. For the implementation of these racist policies, the state reinforces the police arsenal, generalized controls facies, multiply the raids (most recently in Calais), encourages public institutions to informers (employment center, the Post, agencies social, schools etc.) and condemns solidarity.

  • Submission of undocumented immigrants, modern slavery, conditions of travailindignes without social or legal protection, which is part of a strategy of competition between "categories" of social workers for the destruction of solidarity.

What is a CRA?

is a place of confinement where the administration maintains that it wants to deport foreigners. These individu.es are retenu.es (not détenu.es), in the sense that ils.elles place. It are in detention centers by administrative rather than judicial. If retenu.es are not officially in prison are in fact ils.elles privé.es freedom. In France the detention period is currently 32 days maximum (an EU directive laying down a maximum period of one year and a half has been adopted and could be applied).

There are at least 25 ARC in France, excluding those under construction and the many administrative detention (LRA), which can be created and deleted at the whim of the prefectures. In 2007, more than 35,000 people have been detained.

Struggles in France and elsewhere in Belgium, Great Britain, the Netherlands, Turkey, Bulgaria, Malta, the Comoros, Greece, Spain, Italy ...

  • within the CRA: riots, fires, hunger strikes, refusal to submit to expulsion, refusal to board the plane, mutilation, suicide attempts and suicides ...

  • outside demonstrations, education, collection and dissemination of evidence, organization of collectives of undocumented and / or support group ...

We individu.es, collectives, organizations, associations, call for mobilization to the closure of all detention centers
because confinement is unacceptable, whatever the conditions

We also require
open borders for freedom of movement and settlement of any and all
because each one. Others entitled to decide where to live

equal rights for everyone
whatever his nationality, with or without paper
